Services dedicated to children encompass all the provisions that address a specific need of the child (childcare, educational support, activities, assistance for disabilities) by relieving the parent in a given time slot or skill. Their scope has expanded in recent years, due to a combination of new regulations and an increasing commitment from municipalities to early childhood.

Regulation of nurseries and micro-nurseries: what changes for families

The regulatory framework for collective childcare structures has undergone several recent adjustments that concretely modify the offer available to parents. Understanding these developments allows for a better assessment of the quality of a childcare option.

The Council of State annulled, by its decision n° 504769 of May 27, 2026, the removal of qualification rules in micro-nurseries. The previous requirements remain applicable since September 1, 2026, pending a new regulatory timetable. For families, this means that the qualification level of professionals in micro-nurseries is maintained, which serves as a reliable benchmark when choosing a structure.

Another evolution to anticipate: the method of calculating the number of qualified professionals in nurseries will be simplified on January 1, 2027, according to the Banque des Territoires. The staffing ratios applicable to walking and non-walking children remain unchanged. The simplification pertains to the counting method, not the adult-child ratio.

Emergency plan for nurseries: a signal on the economic viability of the sector

The economic difficulties in the early childhood sector have reached a sufficient threshold to trigger a national emergency plan.

This financial fragility has direct consequences for families. When a nursery closes or reduces its places, parents must find a replacement solution within a few weeks, often in an area where supply is already tight. After-school care faces the same pressure: more and more parents are looking for a backup plan for after-school care due to insufficient places in municipal systems.

This context explains the rise of home services and matchmaking platforms. Home childcare, educational support, or assistance for children with disabilities do not rely on the same economic model as collective nurseries, which gives them a flexibility that institutional structures struggle to offer.

Role of municipalities in welcoming young children

Since 2025, municipalities have played a significantly strengthened role in managing the offer intended for families. The City of Paris, for example, publishes a Family and Early Childhood Observatory, updated in September 2026, which maps the needs and available services neighborhood by neighborhood.

Departmental schemes for family services frame this larger-scale planning. They set territorial priorities, identify under-equipped areas, and direct funding towards the most suitable systems for local needs.

For families, this evolution means that part of the information on available services is now at the municipal level. Consulting the website of their town hall or community of municipalities remains a useful reflex before searching for a private provider.

Child-parent welcome places: a free and underappreciated resource

Child-Parent Welcome Places (LAEP) welcome children aged 0 to 6 accompanied by a parent. These spaces are free, anonymous, and do not require any reservation. They do not replace a childcare option but serve a different function:

  • Early socialization of the child in a setting supervised by early childhood professionals, without separation from the parent
  • Support for parenting through exchanges between families and access to trained listening professionals
  • Early detection of developmental difficulties, in a non-medicalized and non-stigmatizing environment

These places remain underutilized compared to their capacity, despite the growing commitment from local authorities to this type of provision.

Home support and services related to disabilities

Home support covers a wide spectrum: traditional childcare, homework help, developmental activities, but also specialized support for children with disabilities. This latter aspect requires specific skills and entitles families to dedicated services.

The disability compensation benefit (PCH) can finance part of the hours of human assistance at home for a child. The education allowance for disabled children (AEEH) complements this system. These aids are provided by the MDPH after assessing the child’s level of autonomy.

Several criteria allow for the evaluation of a home support provider:

  • Qualification and ongoing training of the staff, verifiable with the organization
  • Flexibility of the proposed time slots, particularly to cover after-school times and holidays
  • Documented experience in supporting disabilities, if this need is relevant
  • Approval or declaration with state services, which conditions access to tax and social aids

The choice of a home service relies as much on the qualifications of the staff as on the provider’s ability to adapt to the family’s actual schedule. A flexible but poorly qualified service poses as many problems as a qualified but rigid service. The challenge for each family remains to cross these two dimensions with the aids available in their area.
